CommentThe center of gravity ought to be towards the stern (back of the boat.)
The bow will then be raised slightly upwards, so when the Cub Scout blows on the boat, it will ride even in the raingutter.
If the weight is too far forward, or even centered, the bow will dip beneath the water.
