Bartley earned his Eagle award on 4/29/1959 and a Bronze Palm 5/1/1960. On about 7/15/1960 while trout fishing in the North Fork of the Toulumne River, he saved the live of a Miwok Indian todler. He observed the young boy coming down some rapids out of control. Bartley jumped into the waist deep cold water and pulled the boy from the water, placing the youngster on the sandy beach. A few minutes later, the boy's father came down to the beach on horseback and took the todler back to their encampment.
